The Federal Trade Commission recognized that pyramid scheme fraud infiltrates close-knit communities like African American churches and Latino immigrant communities. In 2019, despite reaching an all-time low, poverty rates still stood at 18.8 and 15.7 percent for Black and Hispanic communities respectively. Comparatively, the poverty rate for white people was 7.3 percent and 10.5 for the entire United States on average. Given rates of poverty and increasing unemployment, advocates worry that illegal pyramid schemes will prey on marginalized communities where individuals seek alternative ways to make money.
